It makes sense to build our near Sierra College. The eastern suburbs have money and a growing population. Plus you can reach some adults who might not want a fully online experience but don't want to commute to J St. We did something similar with West Village on a smaller scale. It is all the more important for CSUs with service areas. It provides a better transfer experience.
I went to Chabot College in Hayward and there was a decent amount of money and programs used to funnel transfer students across town to CSU Easy Bay, about 10-15 minutes away by car or 40 mins by bus. Lots of adults going back to school like the convenience and some courses like science labs are better done in person.
